With over 9,000 employees, the United
Parcel Service (UPS) facility in the southwest Chicago suburb
of Hodgkins, is the largest facility of its kind in the world. When
it opened 10 years ago, UPS found a mismatch between the suburban
location of its facility and the high concentration of available workers
in the city center and first-ring suburbs of Chicago.
In response, UPS created a transportation manager position to coordinate
the development of a conceptual plan for the implementation of new
public transit bus routes serving the facility. The plan was presented
to the appropriate transit agencies that work on the engineering,
implementation, timing and operation of the proposed routes. UPS pays
operating costs and in exchange, the agencies provide UPS with an
equivalent number of passes that UPS then sells to its employees at
a discounted rate. Currently UPS has such relationships with Pace
Suburban Bus Service and the Chicago Transit Authority (CTA).
UPS has increased its supply of potential employees by increasing
access to its facility. Employee morale and punctuality are up, and
employee retention has improved by approximately 50 percent according
to an informal survey. Providing transportation has also improved
UPS’ image and appeal as an employer.
Residents of the city center and first-ring suburbs now have access
to well-paying positions and the attractive benefits UPS offers, including
access to educational institutions. The income they bring home to
their communities translates into jobs for others as these workers
purchase goods and services. The UPS routes, open to the general public,
increase mobility for all residents— providing new service and
removing drivers from the region’s overburdened road system.
Pace and CTA have benefited as well. When the program was created
there were only two bus routes serving the UPS facility that carried
approximately 200 people on six buses. Today there are nine Pace routes
carrying over 2,000 people on over 124 buses each day. Two CTA routes
serving the facility carry approximately 650 people a day, far more
than initially expected.
