| Pima County Solid Waste |
Pima County Solid Waste Management, owner/operator
of four landfills and eight transfer stations, is required by the
State of Arizona to keep their landfill and transfer station sites
litter-free. Violating this requirement may result in fines of up
to $10,000 per day. The County needed extra workers dedicated to that
task.
Solid Waste turned to Primavera Works to provide reliable day workers
who could pick up the plastic bags and papers that litter the sites
and surrounding areas. Initially, the County executed a contract for
one year beginning in 2001 with a very limited scope of work to be
performed on an as-needed basis and with limited funds available.
Pima County found the Primavera approach more effective and efficient
than their experiences with other agencies and those services proposed
by regular businesses.
Workers arrived via Primavera transportation, with lunch in-hand,
and ready to work. They were so satisfied with the quality of the
work performed that when the Invitation for Bid was prepared for the
following year, the scope of work was increased to include landscaping
and the workers were requested on a constant schedule.
Through a competitive procurement process, Primavera was awarded a
new one-year contract with four annual extensions and the first year's
contract funds were increased by 36% over the previous one-year contract.
